Pune Corporation Budget 07-08 – Suggest development projects for your ward

A few days back I wrote about the the Pune Corporation’s announcement about the city budget for 2007-2008 being a participatory one. Citizens can suggest development activities in their ward for upto Rs. 20 lakhs.

4th of March is the last day to submit recommendations. As 4th is a Sunday I am told that the date has been extended to the 5th of March.

I attended a meet about this topic organized by Grahak Panchayat a few days back and got the form that needs to be used. Today I submitted my suggestions to the ward office for my area located at Ghole Road.

I think this is a great initiative and I can’t see any good reason to not make good use of the scheme. The form filling will take 10 minutes at most and it took about 2 minutes to submit the form at the ward office.

1) Project Suggestions Form
2) Presentation about the scheme and objectives

You can get more info at http://www.janwani.org/budget/

Janwani also has appointed coordinators who can help you with the form and recommendations. You can find their list here.

So if there’s a pressing issue in your area, like the absence of a footpath, street lights, garbage disposal, etc. download the form and submit it ASAP.

Even if you are reading this after the 5th of March, do call the ward office and see if they will still accept your recommendation, they just might.

PS – Egovpmc.com as always has failed to carry any info about the scheme.

At present the road b/h baker near slum area are pathetic, the problem is pregnant women cannot come on road and has to be taken with more care to be driven to doctor. Hence request that we should also focus on interiror roads rather than focussing on highways only. I have spoken to the supervisor and also corporator but seems nothing working resulting into results.

I was in Pune at that time and got to know of this via the “betterroads” yahoo forum. I submitted my list of “projects” to the co-ordinator in Aundh – one of whom was Ms Sanskriti Menon.
Till date, I have not received any feedback on the list of projects that I had submitted. Nothing ever came back from anyone…not the Aundh co-ordnator, nor from PMC (I should be dreaming for them to ever get back).
This was a good idea – but like several other things in and around Pune, the implementation was very poor…and there was no persons or set of persons who was responsible of managing this idea and take it to its logical conclusion.
And the next year will roll…and we will try and repeat this sham all over again.
Some people say, it is not enough to suggest a project – you have to keep on following up to get it done. People have actually done that; invested their time in follow up – and nothing has been done.
Thats because the PRIMARY REASON IS THAT PMC OR THE COMMISSIONER’S JOB IS NOT ON LINE IF THEY DON’T DO ANYTHING. There is zero accountability. Citizens have no leverage or influence over PMC. If you have such a “free for all – job gurantee for life – without any work” – who in his/her right mind will work? Given human tendency of taking the easy way out.
If this fundamental flaw is not corrected – we can keep singing bhajans for PMC to work or do something – and they are like pigs who don’t even understand what we are singing.

Coolvyakti – if you gave me a form to give to PMC, I would have done so. The PMC called for citizens’ prioritization meetings between 5 and 12 March 2007. Citizens sat in groups electoral ward wise and prioritized the works to be taken up since the budget was 20 lakhs per electoral ward and several more projects had come in. So, I attended the Aundh Ward and Bibwewadi ward prioritization meetings and they were quite fair and well attended. Did you attend such a meeting? Anyway, Janwani and CEE are to undertake an assessment of the implementation of works over the next two weeks. We just had a couple of meetings with the new municipal commissioner to plan the participatory budget process this year, and we agreed that its good to see what became of the projects suggested last year. Janwani in fact put up the final list of prioritized works in each ward office. Do get in touch if you can help organize the process better this year. We hope to get this done in November and December this rime round. Last year was an exception, since municipal elections took place and the budget process started in Feb.

    Dear reaspected freinds,
The pune is growing with all angles alongwith land development by many construction companies / developers / builders are doing their business as well. We found many builders do not complete their projects on time showing many meaningless explainations. This result in non-completion of perticular projects and builder leave these as it is with many things incomplete to suffer citizens and putting corporation in loss of property tax income.
We hereby expect Corporation should study & monitor these type of builders & instruct them to complete with corporation sanction shedule and should be punished if delayed.

It seems you really need to give people more notice than a few days to ask them what they need help with. It also seems like pune has big potential for investment and development, this sort of thing is a serious problem and could adversely affect investment (for example, why has the development taken so long?)

at the hill-side near Pune-Bangalore highway behind the Harshdeep bunglow at sus road.I’ve seen that most of the
